The FOCUS governance will be organized around four main committees.
The Steering Committee
Composition : one representative of each parent institution of the partners. In the case of FOCUS, this represents 5 attendants.
Missions : it validates the yearly plan and associated budget proposed by the director, it validates yearly results of preceding action plan, it rules eventual decisions brought to it by the executive committee through the director, it provides guidance to the LabEx with respect to each institution strategy. It will decide the opportunity to enlarge FOCUS to additional partners.
Meetings : once a year
The executive committee
Composition : the executive committee is made of one member of each partner. In the case of the LabEx this means 11 persons.
Missions : it elaborates the yearly budget in agreement with the scientific committee and submits it to the director, it reviews on a regular basis (every three months) the running projects of the action plan, and it takes operational decisions linked to this plan. It rules the policies for the collaborative call for tenders released by the main agencies and manage the corresponding answers. Its first mission will be the writing of the consortium agreement (operational and legal parts).

The scientific committee
Composition : it is made of 6 partners scientists (two scientists for each research program, one for valorization and one for education and training) 4 external scientists (space science, astronomy, technology and detector science) and the director and the deputy director of FOCUS
Missions : it reviews the proposals coming from the 3 research programs and choses according to scientific and contextual criteria the most relevant ones to elaborates the roadmap and short term plan for each research programs. These short term plan will include technological runs and associated manpower. The proposal analysis is performed using external inputs from agency prospective and from an analysis of the large instrument needs. It ensures scientific relevance of FOCUS actions with regards to community advances and requirements. It defines accordingly the education and training actions. It provides an evaluation of the answers to external call for tenders (ESA, CNES, UE, FUI and so on). It analyses the obtained results of the on-going programs and prepares the presentation of the evaluation in front of the high scientific committee.
Meetings : twice a year and keep regular discussions to maintain a reactive capability to follow the works related to the call for tenders of the agencies.
The Direction Board
A director and deputy director with complementary skills (detection/astrophysics) will ensure the management of FOCUS ; they will be nominated for 4 years by the steering committee, after a proposal from the executive committee. An assistant funded by the LabEx will help the director in his daily work.
